Well he will have to answer to the republican states containing the card companies that were net beneficiaries of The Biden IRA. They won't allow trump to undo what is effectively billions invested in new EV plants, charging infrastructure and battery storage. he just won't be allowed- excellent article in new your times more or less saying this. It specifically references closet republicans that have invested in Massive EV projects- who will they vote for if there is a chance that the billions they have invested turns sour ?
