What makes you think that it will be 50% refinery partner and 50% NAL for the refinery?
It could be 50% SYA and 50% venture by an investor SPECIFICALLY for the refinery.
FUN FACT:
SYQ owns NAL
SYQ = 75% SYA and 25% PLL
PLL will not be a part of it as it cannot commit the required funding when needed.
Also, if any changes are made to the existing half-finished refinery...PLL is obligated to pay towards the changes/upgrades to keep the partnership.
SYA can directly engage to progress with a refinery if they wanted to....
