Where do I refer to CHINA .... which is what you keep bringing up ... unless you are saying that Quebec/Canada government will not allow SYA to do an OTA ... period ... with no one ... not even TSLA (who is building a refining in Texas) ...
no OTA unless it is to be processed in Quebec or Canada ... is that what you are saying....
