No what you are saying is just plain wrong, if your version of reality is correct SYA is ramping up production knowing full well they cannot sell that product, means your opinion of the BOD is lower than mine.
The Canadian government is cracking down on Chinese investment of TSX listed assets and has taken the step of buying some rare earth production but care little about abundant lithium spod sales.
Why would you produce a product you can't sell?
