Tesla is trying to do exactly that in Corpus Christie Texas but no news to date on whether they have been successful. Production was expected to begin in May so it seems they have had problems in scaling the process. As Elon has previously stated, lithium is everywhere. It's the processing which will become the main obstacle to EV expansion.
