It does make you wonder how insipid Justin Trudeau's progressive government (whatever that means) is. $550million Canadian to bring a refinery online doesn't seem that difficult when it's in the National interest. Maybe if he stopped telling us about climate change, men becoming women , then we might get somewhere.
