You could do the same with Quebec ... tie on Hydro-backed grid, Gov't royalty and access to Proximal markets and tax (if SYA taxed as Canada Corp ... for sake of argument we'll sake yes for SYQ). Win to Minas Gerais over Quebec on the others IMO.
