I believe that BOD decided to keep producing with the following reasons after reviewing thdown a plante option of C&M since last AGM.

I think you can add to that list one vital fact, going into C&M before the ramp up was finished meant closing down an operation without knowing whether it would even be worth restarting again and they had enough cash at the time to find out.
At least now they understand the performance and the production cost should they go into C&M, thats very important advantage when it comes finding support when restarting as I doubt they would restart without an OTA with a floor price in place.
