This is something I would expect under a socialist regime, not the USA.
As a veteran, it is hard for me to see how a military facility and processing plant could co-exist.
For a start, the choice of location of military establishments is based on a very different criteria than those used for selecting sites for processing minerals.
Then there is the issue of security.
Will all of the workers at the processing plant have the same security clearance as the military personnel at those bases?
I am thinking whoever dreamt up this idea has had a massive brain fart.
But I am not surprised.
