Those refineries will almost certainly have OTA's for spodumene supply in place before a final investment decision was made, its normal practice when committing to that sort of spending and risk.
MergeCo is looking for new partnerships and that won't happen untill we first establish viability at NAL and have confidence on future pricing IMO.
