So hypothetically , Canada enters a NEW equivalent Continental Free Trade Agreement and calls it SAFTA ....for South American Free Trade Agreement .....which would still have Mexico and ALL the goods that transit from there including spodumene and / or chemicals for refinement to and fro to Canada would remain tariff free. Canada could then do the same arrangement for ships berthing in Canada or in Mexico .....or anywhere else in South America.

Canada has ports in the Atlantic and the Pacific, so is able to access the markets of Mexico, Central America, South America, Europe and Asia.
