Designs of modern ICE vehicles has curtailed fuel consumption. Many US made older 'classic' cars now reside restored in places like Cuba - feats of earlier engineering with everything big - including fuel consumption but also engineered for longevity.

When manufacturers made cars with big capacity engines and fuel was cheap, no one cared about pollution. Steam trains in earlier times were puffing and chugging away - it was then the way of life for many - ladies refrained from using white or light coloured clothing or else light turned to dark - again, pollution whilst evident, was not a main concern.

But trains always have the benefit to carry hundreds of passengers on one single trip and passengers don't pay rego, ins, speed tickets, parking fees etc - thus not much return to governments relying on fuel excises, rego fees or gst. So, to get more money, car makers came to help with hundreds of different models and telling you in order to escape and have freedom you need their product so buy, buy, buy and many vehicles are huge 4wd, even as many are mainly used in city daily commutes - govt is happy too, more revenue - oh but we have a problem - pollution ballooned and dozens of congested city roads getting further congested but car parking places also benefit.

With EV's there is no fuel excise - revenue from ICE vehicles due to fuel efficiency drives and uptake of EV's means less for govt coffers - so they have to compensate by various other new charges for EV users - plus some cities introduced congestion tax - so pay more, users.

Bear in mind, EV's won't solve congested city streets - it may even make it worse. Time to provide more parking spaces, charging stations and increase on street parking fees but decrease times allowed as the air may be cleaner.

Now, as for heavy industry and more power generation to electrify? And of course SYA can provide raw materials to aid EV battery production.
