I would have a guess that if you threw $1000 in, you'll probably get $1000. I would imagine it's the higher end of town that will be scaled back which is probably a good thing as it will stop that percentage of people getting 30k worth of shares and then immediately selling them on the market.
Hypothetically, those who applied for 30k might get 15k (or less) and scaled back from there, whilst those who applied for smaller amounts may end up getting the majority of their allocation. But that's one of a number of scenarios and hinges on how much over $5 million BL wants to go
