They could actually review a person's track record of holding. I am sure they could evaluate who is likely holding long i.e. not day trading, they could then assign those a full $30k of shares, for those who are likely just in an out and all over the place they could scale back accordingly.
Full disclosure - I am in US and could not participate so I am just throwing out what I might do if I was evaluating this situation.
