$185k / week sounds a bit steep. A mothballed plant like this may have a couple of fulltime fitters and a sparky periodically running machinery with some lubrication and maintenance (6k / week), minimum power / water usage. Maybe insurance is high, leasing the site, keeping the Black Bears out ?
