A right offer for Y shares for owning X shares cannot be over subscribed and even given for free, it will always be undersubcribed. Many cannot apply due to jurisdiction and or the holder even if qualified if it cost money dont want to, have enough or dont have spare funds.
(ie PLL is not taking part in SYA)
Therefore a Short Fall scheme is included, in all (most) SPP rights offer, the company states any shareholder taking up the full rights can apply for more at the same price or different price or a ratio etc.
(In the case of SYA any shortfall is sold at the same price as the rights)
