It's just $7.5b and it's just for building a network of chargers. HOWEVER, it does address the biggest resistance Americans have towards buying EV's which is range anxiety.
Americans only drive their cars an average of 29 miles a day, but they love the idea that they could, one day, just take off and drive cross country. A ridiculous sentiment, but this notion of "freedom" is deeply rooted in the American psyche, and is often exploited, materially or politically.
The big hope here is that building out a nationwide network of chargers will remove the single biggest resistance towards buying an EV and open the floodgates.
