Speculating on Who the Big Guy(s) really are:

Remember in our NAL bid, that our actual BID has not been disclosed to the public and we were offering less cash than the competitors. I think this all becomes clearer over the next few days/weeks as to why this is. Any luck on finding out the inner workings of this?

Q: Why would Quebec go to California for Tesla?

I thought Tesla was settled in Texas already?Tesla will more than likely be involved significantly. I don't konw if it benefits Quebec to rely soley on them though as the EV sector has plenty of room for growth and it doesn't seem very prudent to shut out the remainder of the EV space.

Rivian backed by Amazon and Ford just became public. Ford may or may not be selling some of their stake. Maybe this is a source of some funds to secure battery materials and production. Amazon will surely want to work their way into the EV space as much as possible. Rivian is flush with cash now as well.Hope we get some news in the next few days.
