On your last point it would seem that a NEW Carbonate Plant is possibly preferred for NAL...
Hatch is involved and may be inline to Overlook all Refinery sites mentioned...
As per Hatch when they were in charge of the new Galaxy Jiangsu Lithium Carbonate Plant:
"We brought the basic design for some key, long-lead equipment items, like the kiln, coolers, and dryer in-house, and went from prefeasibility study to a constructed, greenfield-site plant in less than 36 months."
