I can't exactly speak for Quebec, but here in Alberta production isn't affected by -30 temperature. A good dump of snow may slow down site access, but it can quickly be managed.
Spring is often more of a concern as the frost breaks up and snow melts turning secondary highways and rural offroads into a mess.
