This will be spent in the US - Ted Cruz has been attempting to push this for some time, he and Lisa Murkowski will be injecting this into the economy of Texas and Alaska - I suspect some will go to California and Wyoming as well. This is good ol' American politics but if you know the right horse to ride here you can turn a pretty good trade. DYOR.
IMO this will have zero impact on Lithium.
