I think in the context that he was speaking export was to export accumulated "know how" about hydroxide production to Quebec from North Carolina. I felt like he was saying to IQ, "We know a lot about hydroxide production that will help Quebec and you should work with us". From my understanding the Metso Outotec solution that will be utilized in PLL's plants originated in Quebec, not in North Carolina. So to me it felt more of an insult to Quebec than anything. Anyway that was how I took it. Since Bubbles is from the area, perhaps he would be a better sounding block than I.
