It doesn't look like Moblan is holding up the release of the DFS as the intention for this site is for Hydroxide feed.
As SplitFusion has pointed out it does appear that the Carbonate plant may be moving forward, or fast tracked and this may be the reason the DFS needs to be adjusted, and susequent delay.
Also dont expect any definitive response on your questions from SYA, Continuous disclosure rules do not allow this and really the safest thing for SYA would be to not even attempt to respond to your queries.
DFS provides certainty but the delay in a DFS in no way diminishes SYA, it just delays the invitable re rate.
