Yes , but I guess the concern is the ' indirect ' ties to the Government there who can change the ' Goal Posts ' regarding the permits at any time. So its as you say Sovereign risk , but also having the ' Permit ' held over you to a certain extent or making additional terms after the fact of granting it.
So again it is more a general reference to what I am now calling awareness to inherent ' Permitting Hangover ' issues. Regardless , whatever happens there will no doubt have a flow on effect for Quebec as they are already seen to be very slow and cumbersome in how they allow or don't allow projects. The Market will see what it wants to see I'm afraid. Despite what you or I say.
However , its better to be prepared for the worst right ?
