Probably just ' short listing ' the acceptable list , It could be that PLL has a BID in as well. They are confidential so no real need to go public except in the case of SRG because a significant part of their BID will require them diluting their existing shareholders by 100% at least. But maybe PLL has a BID and is bringing SYA along with it's advantages of the ' Tonnage ' , the ' HUB ' , and the Quality or ' Blending of Ores '.
Who knows really , its all semantics really....and far be it from me to try and interpret the Quebec legal system and Administrator's referenced terms and jargon. But they did leave it open for the ' New ' Nemaska to bring in Livent after I.Q and Palinghurst Group first inked the deal on Nemaska's administration.
