Yes and according to that article they were ramping it up to produce 20,000 tonnes of lithium carbonate annually by Q1 2014.
So to me that doesn't mean we have a 50% built plant but a fully functional plant capable of producing up to 20000 tonnes
Would management not be better saying we have a fully functional lithium carbonate plant capable of producing up to 20000 tonnes but we just want to upgrade it to produce 35000-40000 tonnes ?
Or why could we not use it to process our share of the spod

QUEBEC – Canada Lithium Corp. has produced its first run of 99.1% Li2CO3 from its plant near Val d'Or. The lithium carbonate is currently being upgraded to 99.5% battery grade material in the company's solvent extraction and bicarbonate circuits.The first commercial shipment to the Tewoo Group in China under a five-year offtake agreement is anticipated by the end of this week. Plant capacity is ramping up, and the next shipment to Tewoo is scheduled for the end of July.Canada Lithium is increasing the mining rate at its Quebec lithium project to build up ore stockpiles at the processing plant. The plant is expected to reach design capacity of 20,000 tonnes of lithium carbonate annually in Q1 2014.
