If IRA money could be used to fund a mine outside of the US don't you think PLL would use it towards Atlantic Lithium? I don't see the US giving any US company money to fund a mine in another country. Part of the appeal is to create jobs in the US, so they would have a big blowback from everyone if they funded projects that gave those jobs away.
