Yes but just because Telsa want to sell the end product cheaper doesn’t mean the materials they use to produce it come at a discounted price, especially if they are in demand. PLL’s recent price change regarding the off take agreement is proof of that and Syrah resources recent stock price strength in regards to the graphite supply deal they have with Tesla.
