There was always an initial offtake that was replaced with a second offtake when refinery happened. Still exactly the same. Post refinery PLL gets the leftovers not being refined up to a maximum of 113 or 50% whichever is greater. It’s old info repackaged. Now the debate is how much sc6 post refinery, when, how much of the product or profits PLL will get - no one knows
