I'd be more inclined to say they have already produced, and our countdown is just a formality.

It's like advertising the grand opening night of your new Italian restaurant, and you haven't already done a test run of your equipment and cooked some meals to check your ingredients, and staff processes are working as planned. Only we're not talking about a grand opening of your local Italian restaurant but a $2B Lithium Mine, and you've advertised your grand opening to the whole World.

I'd be surprised if this thing isn't already up and running. I'd be more inclined to think they're in the process of system checks and making sure everything is working as planned. They would be silly to do otherwise.
