Problem is there are many reasons why person A doesn't have retirement funds.
Compulsory super didn't come in until the early 90's, and a few people may not have been able to save enough during their work life in order to build a nest egg. It probably wasn't really thought about back then either.
People can get injured during work and not be ablet o carry out tasks they once could - so an earlier than planned retirement happens.
Or a divorcee female, who never worked due to her husband being the breadwinner, now finds herself without anything.

What makes matters even worse is those who choose to leave school early and get on the 'dole', get as much, if not more, support from the government via welfare than those who have paid taxes all their lives.
