This could be the blind leading the blind, but my understanding is the aggregate short sales are the sales sold short rather than borrowed, that have not been closed. Short sellers have an obligation to report short sales to ASIC. Looks like they are trying to push SYA to number 1. They are probably hoping for the price to dive below 20 after more retail jumps on board.
