IMO they likely never considered hydroxide to a large degree. I think it is the preferred chemical that PLL would like to produce but having a base to work with in the form already suited for carbonate would be hard to beat, combine that with the fact that carbonate is a much easier chemical to produce than hydroxide is, so that would be a heavy consideration. It would be better to transition from carbonate to hydroxide given that they have never produced chemicals and don't have that expertise in house yet.
