Part of the reason I wonder if the announcements have been delayed. The auto-makers may be willing to do some up front-cash to secure a supply, but they would not want to make those types of deals until the law makers settle on the wording. S. Korea was one of the most vocal about the tax credits because it would harm their business, IMO the US will work into the law a way for SK to participate and that could open up lots of options.
