While I lean towards the wait and see side of things as to the exact price adjustment mechanism it is very difficult to believe it will differ significantly from that report.
The author may have assumed it is a direct 10% adjustment in price from a content of 6% to 5.4% but ultimately that is a report paid for and commissioned by SYA and I would be amazed if SYA hadn't reviewed it prior to publication.
