??? PLL OTA with SYQ is not China based per se ... it does use a benchmark with CIF in it as part of determination of the DAP price.
For SYQ selling spot market cargoes I guess that would depend on the terms of that sale .... I would expect that China buyer demands VAT would be paid by SYQ. SYQ could say price is FOB PoQ and buyer assumes title for product from that point. Anything that is CIF ... seller pays shipping costs.
