In response to @time2shine where he states if you don't take up your rights that your shares will be diluted.
This is sort of true.
The company will also have 20M more in the bank, if this was going to day to day expenses then you are correct in assuming that shares are diluted, but if it going to go to increasing the value of the asset then maybe not.
This is an layman's example of what I mean.
You spend 20k to upgrade your home - your bank account is now diluted by 20k but your homes value increased by 20k, so in the end the transaction is neutral, not negative.
about 17M of the 20M is going into home improvements.
