All I have found is this from a July 2021 release.
Sayona Québec and its partner, Piedmont Lithium, are committed to carry out secondary processing of lithium in Quebec within the next five years, in accordance with the conditions set out in the agreement with Investissement Québec.
I could interpret this in two ways and am seeking clarification:
* The secondary lithium processing is part of the conditions of the sale of NAL (as you imply) or
* The secondary lithium process must comply to the conditions of the whole agreement (these might be environmental for example).
