Not everyone will take their Cosmo allocation, in fact typically a rather small % do. But those that do will often want to take up the shares not requested by other holders.
So don't worry about how many will be allowed - ask for as many as you want and see what the company allows to come your way.
Interesting that there was no talk of institutional sales. Other than a reserve for GBR holders, any institutions wanting a taste need to apply like any mum/pop investor.
