From my understanding:-
1.) Larger market for by-products at ICAD
2.) Labour was cheap
3.) Electricity prices very competitive/cheaper than Walvis Bay
4.) Sulphur was in an abundance
Issues to overcome at Walvis Bay
1.) Import of Sulphur
2.) Export of byproducts as the market for the by-products at Walis Bay is not sustainable
3.) Higher rate or cost for electricity
