Emphasis on "they haven't decided". This is also my interpretation and to me represents a clear decision to time the IPO correctly. Possibly to follow ROCL listing last night, or perhaps an announcement they know is imminent - 2nd Psych trial or TBI.
I'm convinced they have timed this down to the absolute wire. Very orchestrated and excellent management as usual
