True, to a degree. But... they are only not registered for now and I believe this will change with a little more time. Sometimes there's the tendency to think that the current situation is permanent, forgetting that everything is in a state of flow.

There's also no point having (and paying for) registered psych's if there is no one to treat and nowhere to treat them. This is how these things get started, far from perfect but a giant leap in the right direction.

To me, the picture also highlights that things are happening, regardless of whether there is an announcement or not.
