It's called the Closing Single Price Auction. Basically you can still place orders between 4:00 and 4:10pm but they aren't processed immediately like they are during trading. The system waits until around 4:11pm and then matches the buys with the sells and then you end up with the closing price at the end of it at around 4:12pm.
