It could also mean shuttering or mothballing marginal mines or mines nearing end of life if coking coal prices drop further, and the result will be a drop in revenue from royalties for the propeller heads in Brisbane. The coal market is very variable, a boom and bust industry. If the government takes much of the cream off in the good times there will be much less incentive to invest in new mines as older ones deplete.
