China re-opening and China resuming fertiliser exports are two separate things. They didnt shutdown exports of fertiliser because of Covid, they shut it down for fear of food shortage thats looming. Even if Covid was wiped out tomorrow, that wouldnt mean China goes back to exporting something so critical. Re-opening manufacturing industries however would continue.
