capping no one who is serious about selling puts 100's of thousands sell order in and waits. any volume sufficient to clear it would suggest they'd get a higher price drip feeding into a price rise and anyone in a hurry would, as you say, just dump into the sell side and run.

its just there to stall and shake out the impatient ahead of the sep shipment confirmation imo.
