If KFW is providing a loan (subject to conditions) then other companies would announce it something like this
KFW Loan secured in bold print for $xx. somewhere on line 6 it would say in non bold print (subject to conditions). On pg 4 it might outline a few of the conditions plus a statement saying plus other conditions normal to a loan of this stature.
So not quite sure what authorised to arrange a loan means as it then goes on to talk about the loan from KFW. Are KFW arranging it with themselves?
