Tanz Gov bureaucratic hold-ups are a major issue. For EGR, framework agreement signing (in response to legislative change) and SML grant alone has taken 3-4 years and counting. In the case of WKT, as you mention, product export port delays (amongst other issues) have restricted cashflow during that critical ramp-up phase of early operations.
