I think the market is waiting for something tangible like digging up the ground to start building the plant. In addition, I can't see why they can't pursue contracts as a supplier once the building works start. There are 3 things that can happen in parallel and I hope it's in their scope of thinking:
1. Build plant
2, Seek overseas partner for a JV or license the patent for a larger overseas plant - US and/or Europe would be ideal
3. Pursue contracts for supply of Mg in 2024
That would really get the sp moving.
