I think it more likely that;
Our Mr Hay is currently in Mali , so very likely he is there to attend the PM's signing 'ceremony'.
Any Mali Govt. would like to get this project up and running ASAP because of the community benefits including a lot of jobs and the income Mali will receive over the lifetime of the project in taxes and their 10% (or possibly 20%) shareholding IMO.
